Some links are in Japanese, so I can't understand what they say, but could you check if these maybe work for you? There's an RCC in Okinawa, and I added some hotlines as well.

The tokyo RCC might have help via e-mail. if it is b/c of a US military incident, you can also *try* base command. I'm looking for that number.
